“We Can Do Better”: The Singapore Perspective on English

Discurso del Sr. Lee Kuan Yew, el mentor del ex ministro y actual asesor principal para el Gobierno de Singapur Investment Corporation en el lanzamiento del Instituto del Idioma Inglés de Singapur (ELIS) ​​el martes 6 de septiembre de 2011, en el Marina Bay Sands Expo and Convention Centre.

Importancia histórica del Inglés

Cuando Singapur se independizó en 1965, tenía una población que hablaba una serie de dialectos y lenguas diferentes. Esto fue el resultado del sistema educativo colonial que favoreció las escuelas vernáculas de habla Inglés, pero permitió con diferentes medios de instrucción para co-existir.

Las realidades políticas y económicas nos llevaron a elegir Inglés como lengua de trabajo.

75% de la población entonces era chino, hablando una gama de dialectos; 14% malayos; y 8% indios.

Haciendo chino sea la lengua oficial de Singapur estaba fuera de la cuestión; como el 25% restante que no eran chinos había protestado con armas.

Además, la realidad geográfica era, y sigue siendo hoy en día, que Singapur económicamente aislada del resto del mundo si Chino fue el elegido.

Y China, entonces no podría ser de gran ayuda para nuestro desarrollo económico.

Con apenas 700 kilómetros cuadrados de terreno, no podíamos hacer una vida viable con la agricultura como base de la economía.

Comercio y la industria era nuestra única esperanza para la supervivencia económica.

Para atraer a los inversionistas para instalar sus plantas de fabricación, nuestra gente tuvo que hablar Inglés, el idioma que es o bien la primera o segunda lengua de las principales economías del mundo.

Inglés era nuestra mejor opción, el lenguaje de la diplomacia internacional, ciencia y tecnología y las finanzas internacionales y el comercio después de la Segunda Guerra Mundial.

Los británicos se habían extendido del idioma Inglés a través de varios cientos de millones de personas en Asia, especialmente India y África, además de la Commonwealth antigua de Canadá, Sudáfrica, Australia y Nueva Zelanda.

Los americanos heredaron esta enorme masa de habla Inglés, cuando se convirtió en la potencia dominante después de la Segunda Guerra Mundial y la convirtió en la más grande idioma que se habla en muchas naciones.

La elección del Inglés como lengua franca nuestro dio todas las razas la igualdad de oportunidades a través de un lenguaje común para aprender, comunicarse y trabajar.

Hemos mantenido nuestras lenguas originales con nuestra política de bilingüismo, permitiendo oportunidades para la gente a estudiar sus respectivas lenguas maternas. Esta construyó un sentido de pertenencia a sus raíces originales y aumentó su confianza en sí mismo y la autoestima.

Por lo tanto, una sociedad unida multiétnicas, multilingües personas asegurado la supervivencia de Singapur. Si no hubiéramos escogido Inglés, habríamos quedado atrás…

SIMCE Ingles 2010: The development of the national English test in Chile coincides with my story, which is woven autobiographically into the larger story, a test which apparently resulted in only 11% of students able to achieve a passing score.

What went unreported, however, was the fact that over 50% of the students were at level A1 of the Common European Framework for Languages (CEFR), a level known as Basic Inferior. In other words, the results showed a tremendous improvement over the 2004 test results.

Basic Inferior is not the desired goal, don’t get me wrong. Baic Inferior, level A1, is no cause for celebration.

Thomas Baker is the Past-President of TESOL Chile (2010-2011). He is the Head of the English Department at Colegio Internacional SEK in Santiago, Chile.

He is the Co-Founder and Co-Organiser of EdCamp Santiago, free, participant-driven, democratic, conversation based professional development for teachers, by teachers. EdCamp Santiago 2012 was held at Universidad Mayor in Santiago.

Thomas is also a past member (2011-2012) of the Advisory Board for the International Higher Education Teaching and Learning Association (HETL), where he also serves as a reviewer and as the HETL Ambassador for Chile.

He was also recently selected for membership to the Comunidad de Innovación Escolar, a select network of 50 creative, innovative and entrepreneurial minded educators, chosen from among 300 applicants. The network promotes creativity and innovation among its education community.
