Aquellos estudiantes con menos recursos, verán importantes incrementos en las ayudas que recibirán en todas las etapas de sus estudios.
Este presupuesto también entrega importantes aportes para fortalecer la educación pública.

Esta mañana el ministro de Educación Harald Beyer explicó los alcances del proyecto del presupuesto 2013 que tendrá esta cartera, y que este año superará los US$ 12.800 millones. Este monto se convierte en el mayor crecimiento para esta partida de los últimos cinco años.

“Respecto de lo que es el aumento anunciado por el Gobierno, 4 de cada 10 pesos del aumento presupuestario van a educación, es un incremento también histórico en términos de aumento relativo y eso involucra un compromiso del Presidente Piñera con la educación. Es así como el presupuesto de educación crece casi el doble de lo que crece el presupuesto de la nación”, destacó el ministro Beyer.

La autoridad explicó que la educación comienza desde muy temprano y que el Estado está llamado a acompañar a las familias y a los jóvenes en este proceso, especialmente cuando son vulnerables. Por ello, gran parte del presupuesto del próximo año se destinará a ayudar a los estudiantes con menos recursos, lo cual se aplicará en todas las etapas de sus estudios.

En la educación parvularia, los avances para el próximo año se traducen, entre otras cosas, en que 10 mil nuevos niños del 60% más vulnerable podrán acceder gratuitamente a salas cunas y jardines infantiles. También se aumentará en más de 500 personas la dotación de técnicas y educadoras de párvulos para jardines JUNJI e Integra. Además, se ampliarán en 25 mil los cupos para prekínder y kínder para del 60% más vulnerable. En la subvención para ellos también se produce un aumento importante, que viene a reforzar el trabajo de los últimos años: si en 2007 un niño de kínder recibía del Estado $30.500 mensuales para su educación, en 2013 recibirá casi el triple: $85.400.

Al crecer, el niño también cuenta con más apoyo. Hace seis años un estudiante vulnerable de 1° a 6° básico recibía del Estado para su educación $42.000 mensual, monto que en 2013 llegará a $95.000 mensual. Es decir, se crece un 127% en este periodo. Y el apoyo no queda sólo en la básica. Un adolescente vulnerable de 1°medio recibirá, por primera vez, un aporte adicional que le permitirá llegar a una subvención mensual total de $87.000 para 2013.

En educación escolar el proyecto del presupuesto también contempla US$188 millones para reconstrucción de colegios, US$20 millones para proyectos de mejora y nuevas instalaciones de 45 establecimientos de administración delegada y un nuevo concurso para financiar el equipamiento de 450 liceos municipales técnico profesionales. En cuanto a entregar más herramientas para el aprendizaje y la calidad de la educación se aumenta en 22% el programa Plan de Apoyo Compartido que brindará apoyo a 1.600 establecimientos de bajo desempeño del país y se financian 30 nuevos proyectos de articulación entre liceos técnicos y la industria, además de beneficiar a 450 liceos de este tipo para que sus estudiantes de 3° y 4° medio se capaciten y puedan obtener una licencia de Academia Microsoft.

Finalmente, en educación superior, vemos que se da un aumento muy importante de este presupuesto, lo que permitirá, entre otras cosas, que el año 2013, 314 mil jóvenes podrán contar con becas, lo que significa un avance sustancial con respecto a las 118 mil que se entregaron en 2009.

Además de los beneficios para los estudiantes, vemos que el presupuesto 2013, entrega recursos para fortalecer la educación pública. Algunas de las medidas para ello son:
· Los fondos recibidos por universidades estatales entre 2011 y 2013 supera en 24% los recursos destinados en el periodo entre 2007 y 2010.
· 100% crece el Fondo de Mejoramiento de Gestión (FAGEM) para sostenedores municipales, alcanzando los US$183 millones.
· En 4 años aumentaron en 103% los recursos que reciben exclusivamente los sostenedores municipales (sin subvenciones). El año 2013 el monto será de US$734 millones.

“Lo que estamos haciendo es generando el crecimiento absoluto más alto de los últimos 5 años, y de la historia de Chile, en el presupuesto de Educación, y creemos que esto cumple con la mayoría de los compromisos que, de alguna forma, el gobierno adquirió, y nos va a permitir realmente obtener más y mejor educación para los niños y jóvenes chilenos”, concluyó el jefe de la cartera.

I saw my first Pecha Kucha over three years ago. It was when I was working at Universidad Andrés Bello at Campus Casona in Santiago with the students in the English Pedagogy program. I admit I’ve been fascinated by “Pecha Kucha” ever since that first time. I remember being very impressed by the performance I watched. There were a number of reasons for this. For now, let me share with you why I find Pecha Kucha to be so impressive and fascinating as a presentation technique.
Firstly, when we speak of our first time doing something enjoyable, it’s always a good feeling. We like what we like, we know what we like, and because of that, we return often, to what we like.

As you can tell by now, I like Pecha Kucha.

Secondly, its principles are easy to understand and apply. It’s fast, it’s efficient, it’s effective, it’s collaborative, it’s visual, it’s easy to prepare, it’s fun. However, it does require practice, lots of it, to do this really well. Practice, oh what a sweet word in the ears of any EFL teacher. Students practicing what they are going to say, again and again, going over their own words, to speak about images they themselves have selected. Volumes of practice, huge quantities of practice, helping the students to achieve the eventual automaticity that is the hallmark of mastery.

Having said that, of all the principles of the Pecha Kucha, the most important principle is this: images are powerful.

Images convey meaning and emotions. In fact, the whole range of the human experience can be conveyed by images. For example, think of the images left on the walls of caves by cave men. No one needs a cave man to verbalize what you are seeing. You feel it – through your eyes – to your brain – to your emotions. It’s visual storytelling. That’s what the Pecha Kucha is, visual literacy in its purest form…
